I QUICKLY REALIZED there were two main camps within OCINC, one headed by Dr. Basima, the other by Lieutenant General Farouq al-Araji. I wasn’t sure whether the differences were personality related or to do with policies. So I determined to meet General Farouq to ensure good communications with both sides. “OCINC’s role,” he told me “is to give advice on military issues to the Commander-in-Chief; to pass on his orders to divisions and to security ministries; and to follow up on the execution of those orders.” He said OCINC itself had no authority to give orders.

“Dr. Basima is the security adviser for the prime minister,” General Farouq told me, “but not a part of OCINC. She has an office in the building as a guest, but has never been an employee.” Dr. Basima, he said, gave advice to the prime minister on security issues, but through another channel, not through the office. He didn’t know why people called her the Iron Lady when she was “quiet, generous, with good manners.” I tried to keep a straight face at his description of Basima, who was known for her temper. It was clear that he was lying through his teeth. He loathed her.
